国立国会図書館の海外における遠隔サービスについて
国立国会図書館（NDL）で行っている図書館向けデジタル化資料送信（図書館送信）サービスと遠隔複写（PDFダウンロード）サービスは、日本研究に有用なサービスとして、海外からでも利用することができる。
図書館送信サービスでは、承認された図書館の館内で、デジタル化資料のうち著作権保護期間内だが絶版等の理由で入手困難な資料の閲覧等ができる。海外への当館による送信行為には、受信地国の法律が適用されるという考え方が法的に有力であり、当該受信地国における適法性が担保される必要がある。そのため、海外図書館による参加には、特別な申請手続を求めている。サービス開始当初、海外図書館ではコンテンツの閲覧のみが可能であったが、2024年に印刷も可能になった。さらに多くの図書館の参加を目指し、2025年3月に要件を緩和したことで、以前より参加しやすく、利用しやすくなった。
遠隔複写（PDFダウンロード）サービスは、著作物の一部分についてスキャンなどにより作成したデジタルデータ（PDFファイル）を利用者に対して提供する有料複写サービスである。当館の利用者登録をすれば、居住地によらず利用できる。サービス対象外の資料が一部あるが、まだデジタル化していない紙の資料も含めた当館所蔵資料の多くが利用可能である。
今回は、図書館送信サービスと遠隔複写（PDFダウンロード）サービスを中心に紹介する。
Remote services for overseas patrons of the National Diet Library
The National Diet Library (NDL) makes available to its overseas patrons the Digitized Contents Transmission Service for Libraries (DCTL) and Remote Photoduplication Service (PDF download) as useful tools for Japanese studies.
The DCTL provides patrons at NDL partner libraries with access to digitized materials that are protected by copyright but out-of-print or otherwise difficult-to-obtain. The reception of digital content transmitted by the NDL is considered to be subject to the law of the country where the content is received, which means that compliance with the laws of the receiving country must be ensured. For this reason, partner libraries overseas are required to follow a special application procedure.
Initially, patrons at partner libraries overseas could only view digitized content, but beginning in 2024 the printing out of content has been allowed. Moreover, to encourage more libraries to participate, the requirements were relaxed in March 2025, making it easier than ever to use this service.
The Remote Photoduplication Service (PDF download) is a paid service that enables patrons to download a PDF file of digital data from a portion of a copyrighted work, created either by scanning or by other means. It is available to patrons who are registered users of the NDL regardless of their place of residence. While there are some materials that are not available via this service, much of the NDL’s collection, including printed matter that has yet to be digitized, is available.
