図書館やGLAM機関にとって、生成AIの普及は大きな転換点となっている。本パネルディスカッションでは、図書館が生成AIとどのように向き合うべきかを多角的に議論する。 具体的には、①生成AIを利用する立場としての活用と理解・教育、②生成AIに対するデータ提供のあり方という二つの側面から検討する。

これらの論点を整理するために、二つの軸を設定する。第一に、生成AIユーザ(図書館スタッフ・研究者)と生成AI構築者(図書館資料を学習データとして利用する側)という関係である。第二に、情報提供者としての図書館スタッフと情報利用者としての図書館ユーザという関係である。

この枠組みに基づくと、主に次の論点が導かれる。第一に、倫理の問題である。すなわち、学術研究における倫理と、図書館が重視してきた情報利用の倫理との間にどのような差異があるのか。第二に、知識共有とデータ提供の問題である。GLAM機関のデジタル資料をAIトレーニングにどこまで提供すべきか、またOpen Access論文を含めた知識共有のあり方をどのように位置づけるべきかが問われる。

さらに、これらの議論は実務的な課題にも接続する。具体的には、robots.txtやllms.txtなどを通じてクローリングをどの範囲で許可・制御するかという問題である。本パネルでは、このような技術的判断を含め、生成AI時代における図書館の役割を検討する。

Panel discussion

For libraries and GLAM institutions, the widespread adoption of generative AI represents a significant turning point. This panel discussion examines, from multiple perspectives, how libraries should engage with generative AI.

Specifically, the discussion is structured around two key aspects: (1) utilisation, understanding and education from the perspective of those using generative AI, and (2) the question of how data should be provided to generative AI systems.

To clarify these issues, we introduce two analytical axes. The first concerns the relationship between users of generative AI (such as library staff and researchers) and developers of generative AI (that is, those who utilize library-held materials as training data). The second concerns the relationship between libraries as information providers and library users as information consumers.

Based on this framework, two main issues emerge. The first is the question of ethics: how do the ethics of academic research relate to, or differ from, the ethics of information use that libraries have traditionally upheld? The second concerns knowledge sharing and data provision: to what extent should digital materials held by GLAM institutions be made available for AI training, and how should we conceptualize the role of Open Access publications within this context?

These considerations also lead to practical challenges. In particular, we examine the extent to which web crawling should be permitted or controlled through mechanisms such as robots.txt and llms.txt. Through these discussions, the panel aims to consider the role that libraries should play in the age of generative AI.
